Coffey’s appointment follows a government reshuffle by new Prime Minister Theresa May. Last week Andrea Leadsom was appointed Secreatray of State at Defra.
Stewart departs from the waste and resources position but remains in government, moving to minister of state at International Development. Stewart’s time at Defra was brief; he was appointed just after last May’s general election.
In March, Stewart appeared to float the idea of a tax on coffee cups in a bid to boost low recycling rates. However, the confusion was cleared up by Defra and said that a tax was not an option.
Coffey was previously deputy leader of the House of Commons and had a spell as parliamentary private secretary to business and energy secretary Michael Fallon.
